Method:
1 Preheat oven to 200°C fan forced. Wrap bacon around beef fillet and secure with toothpicks.
2 Heat oil in a frying pan over high heat. Add beef, cook 2-3 minute each side or until seared. Transfer to the oven and cook a further 5-6 minutes for medium or until cooked to your liking.
3 Meanwhile, heat oil in a frying pan over medium heat, add onion and capsicum, add rosemary and toss to combine.  Transfer to the oven and roast 8 minutes. 
4 Place beef onto serving plate, serve with roast vegetables.
