Method:
1 Pour oil into a medium saucepan until one-third full. Heat over medium-high heat until hot.
2 Place the flour in a bowl and whisk in enough soda water to make a batter, add the ice cubes. Coat the quail legs in batter and deep fry for 4-5 minutes or until golden and crispy.
3 Place ketcap manis in a small dipping bowl. Combine salt and five spice in a small dipping bowl. Serve with deep fried quail legs.
